The arguments against granting this application (which are strongly pressed by M.E.W.) are the following:(1) In order to reach Switzerland, the Toluol would have to cross territory under enemy control. Both the Germans and Italians are believed to be becoming short of Toluol and so would be tempted to divert it for their own use. (2) There is the danger that even if the Toluol reached Switzerland, the Swiss would be tempted to re-sell. it or its equivalent to the enemy under pressure of military action or economic duress.
