ANNEX A. CYPHER TELEGRAM from the Officer Administering the Government of the Straits Settlements to the Secretary of State for the Colonies. Dated 18th June, 1940. Received 9.43 a.m. 18th June. No. 159. Government House. Secret. Your telegram No. 521 of 18th May. Examination here of possibility of surprise Japanese attack concludes:(a) that occupation of East coast ports by minor forces could be effected without warning. (b) that collective major expedition might be detected and its sailing probably reported 5 days before arrival at destination but destination whether Netherlands East Indies, Malaya or South Thailand would be unknown until last moment.
