With the aid of our army and air force we should be able to ensure that Rosyth is no more tenable than Scapa. 5. Having got rid of the Home Fleet we can start moving larger forces by sea. The first expedition would come by sea from Norway to the Shetlands, a distance of only 170 miles, after the Shetland aerodromes had been captured by our air forces from Scotland and Norway. Our invading force will next move on from the Shetlands to the Orkneys, a distance of only 70 miles. We are thus enabled to capture Scapa Flow, which is an admirable port for our transports and warships.
