ANNEX A [J.I.C.(40) 181.] 18TH JULY, 1940. COPY NO. WAR CABINET. JOINT INTELLIGENCE SUB-COMMITTEE. THE BATTLE FOR BRITAIN. Memorandum by Admiral Drax. It has always seemed rather strange that Hitler should be making such extensive preparation for invasion from Norway, where the sea passage to Britain is long and is covered by the Home Fleet, while the preparation for invasion by the shorter route from Holland and Belgium is either less extensive or better concealed. If the Intelligence reports are correct and Hitler actually intends to launch an invasion from Norway it is desirable to work out his plan of campaign.
