ANNEX. FROM BRAZZAVILLE TO WASHINGTON. Mr. Parr. D. 11.15 a.m. 6th July, 1941. No. 5th July, 1941. R. 7.20 p.m. 6th July, 1941. Repeated to FOREIGN OFFICE No. 247. Following for Pleven from General de Larminat. (Begins). No. 1131. Recent information from French West Africa establishes the fact of certain military preparations directed in a sense that is clearly offensive. I have in mind particularly the arrival at Dakar of numerous mechanised vehicles, via Koulikoro on Niamey road of a mechanised squadron, an important passage of ammunition in an easterly direction and the building of a brick runway on Nguigmi aerodrome.
