2. Winter Projects. (a) It is true that the Germans are making extensive preparations for a winter in Russia. It should, however, be recognised that preparations of this kind would be just as necessary if the Germans anticipated a Russian collapse and the occupation of Russian territory as if they anticipated that they would have to continue military operations during the winter. The evidence available can be interpreted either way. We are, therefore, unable to confirm or deny the assertion that the Germans are preparing for a winter campaign in the East.
