The report discusses the effects of American support for the Nationalists and Soviet intervention on behalf of the Communists; the differing military styles of the two sides; the excellent equipment and poor morale of the Nationalists; the inferior size and equipment but superior leadership and morale of the Communist troops; the guerrilla methods employed by the Communists; the mixed success of the Japanese when fighting the Communists during the Sino-Japanese War; and the lack of popular support for the Nationalists due to the collaboration of some of their supporters with the Japanese.
