These personnel should be specially chosen for each raid, having regard to the particular Intelligence required in each case. On the other hand, naval and marine personnel might well be permanently allocated. (ii) Agreed that the details of the permanent organisation of the proposed Commando should be discussed at a meeting of experts from the authorities concerned including Combined Operations Headquarters and General Headquarters Home Forces.
