Amongst the schemes discussed in this file are the organisation of a revolt amongst the Vichy French troops in North Africa; an attempt to persuade the neutral United States of America to detain Italian shipping in port; the sending of agents to France to gather intelligence; the creation of a fund to be used to bribe German merchant ship captains to surrender their vessels; the extraction of French diamond-cutters from occupied France; and the sabotage of Italian ships anchored in Mexican waters.
