At the meeting of the J.I.C. of 24th October, I was invited to consult the appropriate departments of the Foreign Office as to the possibility of successfully pressing neutral governments to stop communications between Japanese representatives in their respective countries and Japan, whether this action might make the Japanese feel that all the white races were against them with the result that they might become more fanatical than at present, and whether there might be repercussions on our prisoners of war and internees in Japanese hands.
