(a) (b) (c) (d) (e) SECRET Intelligence agencies should be within easy reach of their users (e.g. planning and operational staffs). Agencies producing secret intelligence source material should be within reach of their Intelligence users, but without detriment to the over-riding requirement in (a) above. Personal contact at the working level between Service intelligence agencies and the Joint Intelligence Bureau and the Directorate of Scientific Intelligence is essential on many subjects of common interest.
