SECRET should include an estimate of the re-grouping of those forces at the various stages of the sampaigns; (c) that, in view of the likelihood of the Standing Group estimate+ of Soviet Bloc Strength and Capabilities being revised early in 1954, and the need for the Committee's basic studies to be revised by that time, Departments should treat the revision of these studies as a matter of considerable urgency at all stages of their preparation. THE COMMITTEE:(1) Instructed the Secretary to circulate draft terms of reference for the revision of their basic studies, and a tentative programme for the work involved, for their approval and for the agreement of the Directors of Plans.
