Situation in Nepal

CONFIDENTIAL are still in progress on this question. It is impossible to forecast what final agreement will be reached, but since all the leading parties in Nepal and the Indian Government appreciate the economic benefits of continued Gurkha recruitment, it should not be impossible to find some formula which will enable recruiting to continue for the next few years; what will happen afterwards is impossible to tell since opposition to our recruitment facilities is likely to increase both in India and Nepal.
