(c) (d) TOP SECRET that the counter-measures set out in paragraph 12 of the report at Annex should be undertaken as energetically as possible, the most pressing need being for intelligence on the organisation, plans and technique of potential saboteurs. that, when an assessment of the threat in war can be made, it should be considered what counter-measures in addition to those set out in paragraph 11 of the report at Annex should be planned. RECOMMENDATIONS We recommend that the Chiefs of Staff: (a) (b) (0) Ministry of Defence, Endorse this report.
