TOP SECRET GUARD 12. The Nyasaland African Congress, like the body in Northern Rhodesia, has greatly increased its influence by making itself the focus of anti-Federation feeling and has formed the Chiefs and the African "intelligentsia" into a united front against Federation. The Congress is considerably influenced by a Nyasaland African in London, Dr. Hastings Banda, an antiImperialist who has no known Communist contacts or sympathies. 13. There has been a good deal of "wild talk" about Mau Mau, and about the expulsion or massacre of the Europeans if Federation is imposed.
