Ever since the Warsaw declaration of 1948, which called for a Peace Treaty with GERMANY to be followed by an of Soviet troops occupation forces, rumours of a withdrawal have appeared spasmodically in the German press. These rumours were revived in October, 1949, and given a new significance since they clearly formed part of the Soviet inspired propaganda and 'popular' rsolutions which prepared the way for the formation of the East German "Republic".
