As regards the actual terms of the proposed revised definition we see the following objections:(a) As at present framed, the new definition restricts the application of Top Secret to military information only. The intention seems to be to reserve its use solely to matters concerned with War. (b) The application of Top Secret to purely political or economic matters is not permitted, so that the definition would be unacceptable in Civil Departments. (c) There are many non-military matters requiring the protection of Top Secret, so that Civil Departments would, if the new definition were adopted by the North Atlantic Treaty Organisation, have to work to a separate definition of their own.
