2 TOP SECRET ANNEX Political Political Alignments (3, 8)† 1. Anti-Soviet Bloc.—We consider that Spain, Western Germany and Japan will be aligned against the Soviet Union and that they will contribute to their own defence by the grant of base facilities and the provision of forces within the limits of the military material provided by the Western Powers. Turkey is likely to fight rather than submit to any major Soviet demands, but she will not otherwise necessarily join the Western Powers unless she becomes a member of N.A.T.O.
