high-grade intelligence must depend upon building up a sufficient background of general knowledge to permit a more effective attack to be made on Russian B.W. development in its various stages. (b) For this background to be acquired, effort must be concentrated on the study of Russian published work in micro-biology, and on the collection and collation of all possible clues to the organisation of Russian B.W. development to the localities where it is in progress, and to the personalities engaged in such work.
