Another important factor is the existence in peace of an unknown reserve of armaments in Italy which would suffice to maintain additional formations at least for a short war which is, we know, the basis of Italian strategy. For these reasons we think it wiser to adhere to the estimate which we have already given to the Joint Planning Committee and not to revise them on a basis of Italy only being able to maintain 10-15 divisions.
