(O) Min.6 and J.I.C.(47) 26 (O) ) THE COMMITTEE had before them a minute+ by the Secretary, covering a memorandum from the Director of Military Intelligence forwarding a proposed revision of the procedure for estimating enemy military plans which had been referred to them by the Directors of Intelligence. BRIGADIER BOUCHER explained that the memorandum from the War Office had been prompted by the desire to ensure that the assessment of enemy military plans took full account, not only of enemy capabilities, but of all factors and courses that were open to them.
