TOP SECRET BRIGADIER BOUCHER suggested that the French objection was not so much to the survey as to the presence of the unit in addition to the visit of H.M.S. BELFAST to French Indo-China. In view of the importance of the survey and the fact that postponement would involve a delay of a year owing to climatic conditions, it would be unfortunate if the survey was not carried out on these grounds alone. MR. WATSON said that the state of information on French Indo-China was bad. Intelligence on beaches and airfields was lacking and the only maps existing of the area were very poor.
