The documents discuss the Ghanaian government's decision to establish a Ghanaian trade mission in East Germany; the West German government's fear that Ghana may grant diplomatic recognition to East Germany; and the Ghanaian government's argument that they have no intention of recognising the East German government, and are opening a trade mission for "largely practical" reasons. The documents also cover a visit to Ghana by Otto Winzer, the East German First Deputy Minister of Foreign Affairs; and a note sent to the West German government by the Ghanaian government reassuring them that it was not the "immediate intention" of the Ghanaian government to grant diplomatic recognition to East Germany.
