The file discusses a Soviet note warning mariners that areas of the Black Sea and Baltic Sea were mined, and a subsequent note stating moreover that the Black Sea area in question had been made a "mining exercise field"; a suggestion in the British press that Soviet trawlers were interfering with a British radar station on the island of St. Kilda, and monitoring British naval exercises; and a decree issued by the Soviet government stating its claim to territorial waters of up to twelve miles offshore.
