Documents in the file include the Foreign Office letter outlining the ways in which Soviet diplomatic receptions and other events were used to gather information; the response from the Colonial Office noting that the Nigerian government had issued guidance to its posts abroad based on the Foreign Office advice; and a copy of that advice.
