Documents in the file include a report of a meeting in Moscow discussing the "Conference of the Peoples of Africa" which had been held in Ghana. Subjects discussed at the meeting included the slow progress of the development of Soviet-Ghanaian diplomatic relations; the small number of Ghanaian students at Soviet universities; and anti-colonialism. Further documents in the file include a report from the British high commission in Accra noting that the Soviet embassy there was expected to open imminently; a report that the Soviet ambassador in London would be talking to the Ghanaian foreign minister about the appointment of an ambassador, and discussing the number of diplomats to be permitted in the new embassies; and a paper outlining the details of travel restrictions imposed by the Soviet Union on British and foreign diplomats, and reciprocal British measures.
