Issues covered by the family sections of the treaty include adoption; inheritance; and the practicalities of marriage, divorce, and the custody of children between Romanian and Bulgarian citizens. Other documents in the file include a United States State Department report on the passing of harsher penalties for gypsies by the Bulgarian National Assembly, and consideration of the gypsy minorities in other Eastern-bloc countries.
