A file of correspondence, reports, and press material concerning foreign policy developments in the Soviet Union. The documents contain a copy of an article in the New York Times questioning which individual is presently responsible for the course of Soviet foreign policy; and a transcript of an interview given to a journalist from the New York Times by Nikita Khrushchev, the Soviet leader. The documents also discuss the present Soviet policy towards Syria and Turkey; the influence of China on global communism; and the fall from power of Georgii Zhukov, the former Soviet Minister of Defence, after he backed a failed attempt to remove Khrushchev from office. Other documents include a report summarising Nuclear Weapons and Foreign Policy, the new book by Henry Kissinger, a consultant to the American National Security Council, which criticised the American government's present policy of "massive retaliation" to deter a Soviet nuclear attack.
