A file of correspondence, reports, and meeting minutes concerning the role of the Foreign Office's Russia Committee. The documents discuss the state of relations between the Foreign Office and the Chiefs of Staff committee, an organisation of the most senior personnel in the British armed forces; and the view of Sir William Hayter, the head of the Services Liaison Department at the Foreign Office, that the Chiefs of Staff should be "educated" regarding the role of the Foreign Office. The documents also cover the view of the British Imperial Defence College that "Russia is intensifying her efforts in the Cold War, and that Britain must therefore take more vigorous action than at present". Other documents include a report produced by the Russia Committee on potential counter-measures to be deployed by Britain against the Soviet Union, including an analysis of the unsteady state of international relations within the Soviet bloc.
