The file is concerned with policy towards the Soviet Union on a global scale, but areas of particular discussion were counteracting Soviet propaganda and using organised movements in European countries as a focus for resistance to communism; the communist advances in the November 1946 elections in France; the gap between Foreign Office attitudes towards the Soviet Union and more pro-Soviet public opinion; the struggle for influence over Iran; whether to allow Soviet trade representatives access to British territories in South East Asia; ensuring positive publicity for the British contribution in the Middle East; a possible approach to improve relations with the Soviet government; and negotiating a regime of international inspections and disarmament of atomic weapons.
