Subjects covered in the file include the annual exercise "Steadfast 82", which took place in January 1982; the purpose of such exercises to demonstrate to the Soviet Union that the Western Allies were prepared to defend access to Berlin; and concern that some of the scenarios described in the exercise and some proposed naval countermeasures were either unrealistic or legally objectionable.
