Berlin: Activities of LIVE OAK (Including Annual Exercise) and Other Contingency Planning for Berlin

1 Jan 1982

A file containing documents relating to the activities of LIVE OAK and Berlin contingency planning. Subjects covered in the file include the annual exercise "Steadfast 82", which took place in January 1982; the purpose of such exercises to demonstrate to the Soviet Union that the Western Allies were prepared to defend access to Berlin; and concern that some of the scenarios described in the exercise and some proposed naval countermeasures were either unrealistic or legally objectionable. Other subjects discussed in the file include the danger of the confrontations described in LIVE OAK exercises developing into a full-scale war; discussion of the operation and finance of a renewed Berlin airlift; concern that LIVE OAK military plans were out of date and did not reflect developments in military technology; a review of the costs of staging LIVE OAK exercises; and a planned visit to London by a LIVE OAK delegation.
