A file containing documents concerning East-West relations. Documents in the file include several drafts of the Churchill memorial lecture given by the British prime minister, Margaret Thatcher, in Luxembourg in October 1979, entitled "The obligations of liberty"; a briefing paper on East-West relations for Thatcher's visit to Luxembourg; and briefing papers for visits by the head of the diplomatic service, Michael Palliser, to Switzerland, Norway, Sweden, and Finland.
