C 5340 17 JUL 1931 412 OUT FILE FOREIGN OFFICE, Dear Campbell, You will recollect that in a recent letter from the Ambassador to the Secretary of State there was enclosed a memorandum by Wigram regarding conversations he had had regarding, the political guarantees which the French con- sider the German Government ought to give in return for the Hoover Plan. In this memorandum reference was made to the undertaking given by the Ambassador in the Ambas- sadors' Conference on the 12th January this year to the effect that His Majesty's Government would be ready to join in asking Berlin to explain the reason for the in- crease in the German military budget. On looking up the procès-verbal of this meeting I see that Lord Tyrrell's remarks are incompletely reproduced, and may therefore have given the French a somewhat wrong impression of our intentions. Lord Tyrell's remarks are based of course on paragraph 3 of our despatch No. 74 of January 9th, which you will see gives our consent to representations in ... R. H. Campbell Esq., C.M.G.
