I rather doubt the advisability, though perhaps this is not a question of law, to saying anything to the German Government about this. We have no rights under the Treaty against the German Government in connection with this ship, as explained in my minute on C.1489, and the matter appears to be entirely one between the German and Spanish Governments on one side, and the Spanish Government and ourselves on the other. It would clearly be undesirable to endeavour to obtain the information asked for in the last para- graph of the Admiralty letter from the German Govern- ment, though provided this is made clear to Lord Kilmarnock, there may be no objection in asking him to find....
