Sir, With reference to your letter C.9283/9283/18 of the 22nd of October, I am directed by Viscount Milner to transmit to you to be laid before Earl Curzon of Kedleston, Gov. the accompanying copies of telegraphic correspondence Tel to 26th Oct. Gov. with the Governor of the Tanganyika Territory regarding From Tel the treatment of the property of German Missions in the 1st Nov. Tanganyika Territory. 2. Lord Milner understands that the Claims Commis- sion was appointed by the Army Council to settle claims by British, Allied and Neutral subjects, and in these circumstances claims by German Missions do not appear to come within the terms of reference and should not according- ly be dealt with by this Commission. 3. The position might be different if the property had already been paid over to non-enemy Trustees and the claim was made by them.
