Sir, I am commanded by the Army Council, in reply to Foreign Office letter No.C/13062/8559/18 of the 9th December, 1920, relative to the Italian note regarding a reduction of the personnel of the Inter- Allied Military Commission of Control in Germany, to state that this question has been referred to Major- General Hon. Sir F.R. Bingham, for his opinion. 2. I am to state, however, that the Council consider that it is improbable that any appreciable reduction in the personnel of this Commission can be effected in the near future, in view of the fact that the Germany Army will only be reduced to the strength laid down in the Peace Treaty (viz., 100,000) on the 1st January, 1921, and also in view of the large amount of surrendered war material which is still awaiting destruction.
