These are: (1) What measures should be taken to look after British air interests in Germany when the peace treaty work has come to an end; (2) What date should be fixed for the winding up of the Aeronautical Commission of Control; and (3) What machinery should be set up to execute article 213 of the treaty. The answer to (1) is that we are not prepared to express an opinion at this stage as to the desirability of appointing an air attaché to H.M. Embassy at Berlin, but that we presume that definite proposals for this purpose will in due course be put forward, and that we shall be given an opportunity of considering them. The answer to (2) is that it is purely a matter for the Conference of Ambassadors, on which we should prefer not to express an opinion unless and until Lord Hardinge asks instructions when it comes before the conference The answer to (3) is that the machinery for executing article 213 is purely a matter for the League of Nations, in which neither we nor the Air Ministry are concerned.
