that an effective system of distribution feedingstuffs by rationing can and in the absence of such a system it is to refrain from keeping the price of imported at an aritifically low level. In any event, if are short in relation to demand, and prices low, and there is no effective direct rationing, result would inevitably be whatever is the equivalent in the corn trade of queues. The equivalent probably is preference for favoured customers, or customers in a position to buy in relatively large quantities and pay cash.
