SECRET. 263 269 JUN 28 1920 GERMANY. In reply quote NUMBER and DATE. 206351 Political Report. CX/4628. V. From our Representative. Rotterdam, 16.6.20. GENERAL OTTO LOEFFLER. Otto Loeffler, Lieutenant General on half pay, occupies a special position among the retired generals of the old Germany army. After Germany's collapse he worked as a miner for several months and in this way he became acquainted with the privations of the working people. Subsequently he joined the German Democratic Party and developed a prominent activity as political writer and orator in Democratic meetings. He published two pamphlets entitled: "The Causes of the German Collapse" and "For Our Future, a 'reveille' in German Distress". Recently he published a remarkable article in the "Frankfurter Zeitung" in which he discussed the question of Germany's disarmament and of the German Reichsnehr in general. At present, he is travelling round Germany on behalf of the German Democratic Party and giving lectures mostly on army problems. These lectures are very well attended and meet with great success almost everywhere. He is an opponent of the Reichswehr which he considers as a steady source of unrest and countern revolutionary risings (Putsche).
