To effect this it would presumably be necessary to require the owner to noti the local authority of his intention to sell and to empower the authority to take a lease of the house at the controlled rent with power to sub-let to tenants. This proposal covers a much wider ground than the prevention of excessive selling prices, inasmuch as it would enable the local authority to prevent the purchase of a house for occupation by the purchaser, whatever the sale price.
