2. would be able to secure that the accommodation is made available for those most in need of it. To effect this it would presumably be necessary to require the owner to noti the local authority of his intention to sell and to empower the authority to take a lease of the house at the controlled rent with power to sub-let to tenants. This proposal covers a much wider ground than the prevention of excessive selling prices, inasmuch as it would enable the local authority to prevent the purchase of a house for occupation by the purchaser, whatever the sale price.
