to provide a solution satisfactory to the men, who know that they have the support of all parties represented on the English Police Council except the Home Office and a substantial measure of suppo### in Scotland. Our own view is that the concession would be desira###e, but the Chancellor of the Exchequer is unable to agree. We are circulating a separate paper about the details of this dispute and it will not be easy even to shelve the question of arbitration for the regular police, much less to dispose of it, unless this issue can be resolved.
