The American delegation was led by Mr. B. F. Haley, Head of the Commodity Division of the State Department; it included leading rubber manufacturers as well as officials. The Netherlands delegation was led by Mr. P.H. Westerman, Head of the Economics Section of the Ministry for the Colonies. The members of the U.K. delegation formed the impression from informal talks at an early stage with members of the American delegation, that the latter had had great difficulties, particularly with members of their rubber industry, in securing agreement even to the holding of the conversations; and it seemed likely that the U.
