The only way to ration tobacco without creating a vast black market to include it in a scheme with other commodities. For, if the coupons other goods as well as tobacco, those who want less tobacco than their can use their coupons to satisfy other needs, while heavy smokers can, refraining from buying the other goods, get the extra tobacco which they 9, some thought has already been given to the possibility of rationing tobacco with chocolate and confectionery, and there is, in my view, much to be said for this plan.
