5. ( It seems that the existing labour force and the present rate of paper allocations is sufficient to secure a reasonable Supply of books. The complaint made is that the existing arrangements do not ensure that the best use is made of the facilities still available for book production. The complaint relates both to quantity - the extravagant use of the materials available - and also to quality - the use of scarce materials and labour for the production of the less valuable kinds of literature.
