(2) that as the figures on which recommendation (1) is based are average figures the Minister of Health should be authorised, where he is satisfied that costs are exceptionally high due to unavoidable local reasons, to accept tenders in individual cases up to a figure of £1,150 total cost and 19/- per foot super; (3) that in other tenders where these limits are exceeded the Minister of Health should authorise the Local Authorities to negotiate with to bringing the price within approved the lowest tenderer with a view limits, where he is satisfied that this can be done by reasonable modifications not detracting from the standards of the house; (4) that in other cases the Local Authorities should be informed that the Minister is not prepared to sanction the acceptance of the tenders; (5) that the Minister of Health should make a public statement that tenders have now been considered for representative groups of houses throughout the country and that the Government have taken a decision on these tenders.
