In fact, such a course would in my view so weaken the basic principles governing "attributability" - which the Minister of Pensions is himself anxious to preserve as to make it virtually impossible to withstand the extremists' demand for attributability to be determine in all cases by the mere fact of previous service in the Forces. In particular, I am bound to say that I feel the strongest objections to the grant of pension in cases at (a) above. The existing rules already allow the grant of a war pension at Service rates in respect of injuries resulting from enemy action sustained while on leave.
