These can be classified as— Services; for the three a common medical service a common organisation for both civil and Service medical services: complete conscription of civil doctors so as to make more effective use them to meet both civilian and Service needs. 4. A common service for the Armed Forces would no doubt achieve some economies by eliminating a certain amount of duplication. But I do not consider that such a fundamental change would be a practicable means of dealing with the immediate situation.
