Requirements. 4. Any forecast of coal requirements to-day must be governed by the operationa programme. The figures I have so far received are incomplete and are not related to definite dates in this or any succeeding coal year. In the schedule requirements which appears in Table II I have included all the figures known to and related them, or an appropriate part of them, to the present coal year. Th addition to the present rate of shipments, which is running slightly above the forecast of 8,500,000 tons made in L.
