the liberty of the subject - for example, Regulation 18B and other "security" Regulations. Even if Parliament has by then agreed that some emergency powers will be needed in the transitional period, the Government will be pressed to give an assurance that the wartime Defence Regulations will be withdrawn progressively during this period. It will probably be necessary to undertake that the more drastic Regulations will be withdrawn at an early stage in this process. 4. It seems desirable, therefore, that arrangements should be made to review the whole body of the Defence Regulations, and the subordinate legislation made under them, with a view to seeing which could be dispensed with immediately the war in Europe is over.
