ANNEX We are sure that the Chiefs of Staff will appreciate the distinction to be drawn between editors of Dominion newspapers, for the ultimate benefit of whom our "Guido" telegrams are designed, and the press in foreign countries. Dominion editors are, of course, British subjects and as such are naturally entitled to the same degree of confidence as would be accorded to British editors in the United Kingdom. So far as we know (as you have indeed explained in your memorandum) the confidence hitherto reposed in these journalists in the Dominions has never been abused, notwithstanding the fact that much secret information has reached them by means of "Guido" telegrams.
